eDILLIGENCE
eDiligence software application is a web based procurement and contract management application.It was developed in line with global best practices in contract management and public procurement. It was also developed with the BMPIU (Budget Monitoring and Price Intelligence Unit) due process standards.
Without an effective procurement solution, organizations, especially public procurement entities are forced to rely on paper driven, error and fraud prone manual procurement processes that waste time and money. Therefore, in line with the present administration’s drive to tackle corruption and ensure transparency and accountability in all government’s dealings, eDiligence was developed as an electronic tool to facilitate the effective and transparent transactions of procurements and contracts in all public procuring entities. This robust, scalable and modular application, consists of three main modules, namely; Procuring entity module, the Contractor module and the Assessment module.
These disparate modules perform separate functions that altogether enhance the planning, scheduling, contracting and maintenance of assets.
FEATURES & CAPABILITIES
The features of each of these modules are stated below;
- THE PROCURING ENTITY MODULE
Government agencies and parastatals that engage in procurements interact with the procuring entity module on the portal. Modeled after BMPIU’s due process rules of the contracting game, it offers an accelerated platform for auto-intelligent contracting, by enabling the agencies to set up projects from approved budgets, advertise bids and receive tender documents from registered suppliers – with a single click of the mouse.
Well-structured for corporate usage, thereby enforcing best practices, the application enables the profiling of different categories of users with diverse permissions within the procuring entity.
The contractor module provides a framework for contractor registration, online bidding, real time communication with contractors. The procuring entities need to have real-time access to their suppliers, either to send them invitations to tender or to notify them of contract awards. Suppliers and service providers require a flexible, integrated supplier-management solution that will enable them connect and collaborate effectively. The contractor module of eDiligence enterprise portal enhances such collaboration by providing immediate access to diverse contractors. It also affords organizations more control and flexibility in dealings with contractors and suppliers.
Contractors register with the procuring entity online and have their details processed automatically and stored in a database. Pre-qualification and bid documents are submitted and evaluated online.
eDiligence automatically allocates space within the organization for registered contractors who have met the pre-qualification criteria and automatically notifies such contractors of bid availability. Contractors can view results of screening, short listing of bids for projects and various custom reports in views that reflect contractor-organization relationships.
eDiligence enables more flexibility and professionalism in bids assessment and evaluation. Procuring entities are able to set up internal and external assessors on the assessment module who can connect to the portal via the web from anywhere they are to evaluate and score bid submissions based of predefined criteria. The framework also allows for criteria reassignment; permits multiple assessors to share the same contractor data. Generally it offers flexibility and transparency in the management of bid documents. The application aggregates scores for each contractor from different assessors and automatically computes the cumulative score.
eDiligence can electronically post selected bid documents where necessary to BMPIU workflow application for BMPIU review before final approval is granted or denied as the case maybe. It is necessary to emphasize here that eDiligence application can seamlessly interface with BMPIU workflow application.
